Step-by-Step Walkthrough
Step 1: Read the Updated Code note in the office
During the section with enemies posted in the big-windowed office, crouch under the overhanging bench outside and wait for a phone call — the enemies rush out and leave the office free. Inside, read the Updated Code note: it changes the safe code to 8410. The note and the safe it opens are in different places — write the number down.
Step 2: Open the safe past the barracks
Continue through the barracks. After you come out, take the unlocked door on the right side of the hallway — the safe is in that room. Enter 8410 and take the Dogtags, which unlock Never Forgotten. This is the missable point: walk past that door and you have to replay the mission.
